Hi Epicelf1,
Welcome to the forum, I take it that your cryptic location is Kuwait.
If the helicopter is not charging from the controller and it is only new take it back to the supplier.
If it is not new, what brand is it, and what does the battery look like (a photo would help) there are many after market chargers available.
